Korea Tax Refund Guide 2026: What Foreign Visitors Can Claim

Duty-Free vs. Tax Refund: The Practical Difference

Duty-free shopping applies at airport duty-free shops and downtown duty-free shops. These stores sell goods without taxes such as customs duties and consumption tax included in the retail price. The duty-free limit is USD 800. Because duty-free goods are already tax-exempt, they are not eligible for a separate tax refund.


Tax refund shopping applies to certified tax refund stores. These are ordinary retail stores, department stores, supermarkets, cosmetics shops, fashion shops, pharmacies where eligible taxable goods are sold, and other participating locations that display a tax refund or tax free mark. The store issues a tax refund voucher or receipt, and the visitor uses that document to claim the refund.

  • Duty-free store: tax is removed before purchase; no separate VAT refund is claimed later.

  • General tax refund store: pay the tax-inclusive price first, receive a refund voucher, and claim the refund downtown, at the airport, by mailbox, or through a provider’s mobile service.

Who Is Eligible and What Purchases Qualify

  • For ordinary goods, eligible refund applicants are non-residents of the Republic of Korea who do not earn income in Korea. Foreigners staying in Korea for up to six months may qualify. Overseas Koreans may qualify if they have resided abroad for two years or more and have stayed in Korea for three months or less.

  • The purchase amount must be KRW 15,000 or more. Purchased goods must be taken out of Korea within three months. Goods should remain new, unopened, and unused before export confirmation. If customs cannot visually verify the goods, the refund can be refused.

  • Official examples of eligible taxable goods include clothing, shoes, bags, accessories, cosmetics, perfume, home appliances, ginseng, and red ginseng.   • Medical expenses are handled under a separate refund category. Stays exceeding 30 nights and separately paid charges outside the eligible room-rate conditions are not handled as ordinary goods refunds.

Immediate Tax Refund at Checkout

Immediate tax refund is the simplest method when the store supports it. The store verifies eligibility through passport information, deducts the refundable tax from the item price, and processes the payment at the reduced amount. The visitor still departs Korea through the port of departure, but no separate airport refund claim is needed for that specific immediate-refund transaction.

General tax refund is used when tax is included in the purchase price. The store issues a tax refund voucher, and the visitor claims the refund after purchase. There are four main routes: downtown refund, airport refund, mailbox refund, and mobile refund.
